Being "less likely to report" requires much more substantial evidence. Since violated women 99% of the time never tell another human being, it is impossible to know who under-reports more.

However, there may be a truly a greater stigma for a man to feel violated because we normalize the idea that women are expected to be victimized, not males. See bible.
